Emergency Management Agency
The Carroll County Emergency Management Agency coordinates services for planning, mitigate, prepare for, respond to, and recover from disasters. We strive to ensure that Carroll County is prepared to respond to and recover from all large-scale natural and human-made emergencies and disasters through coordination with Federal, State, County, and Local stakeholders.

Services and Responsibilities
Emergency Planning and Training
Forming of plans including the Carroll County Emergency Operations Plan and the Carroll County Hazard Mitigation Plan. Design and complete yearly Local Emergency Planning Committee Exercise involving multiple agencies and stakeholders throughout Carroll County.
Hazardous Chemical Tracking and Studies
Compile and track Tier II Hazardous Chemical Reports and complete yearly Commodity Flow Study of Hazardous Chemicals.
Emergency and Disaster Response
Respond to emergencies with local Fire Departments, Hazardous Material Team, and Law Enforcement to assist with information, equipment, and resources.
Special Events
Assist stakeholders with planning for high priority or large gathering events throughout Carroll County.
Floodplain Management
Regulates floodplain regulations within unincorporated areas throughout Carroll County.
