Our History
Carroll County was formed in 1833 from parts of five surrounding counties: Columbiana, Stark, Tuscarawas, Harrison, and Jefferson. The county is named after Charles Carroll of Carrollton, Maryland, who was the last living person to sign the Declaration of Independence.
Charles Carroll died on November 14, 1833, the same year our county was officially created. Before his death, General H. A. Stidger of Carroll County visited Mr. Carroll to tell him that Ohio had named a county in his honor. Carroll was very pleased by this recognition.
Early Settlement
The first known white settlers came to this area around 1800. Jesse Palmer, a hunter, settled in Washington Township on a stream that still bears his name today. Around the same time, John Jackman settled on land in Lee Township. Many more families followed in the years after.
The Seven Ranges
Our area has important historical significance. In 1785, the US government passed the Land Ordinance, which required a survey of land in eastern Ohio (then called the Northwest Territory). This survey area was called the "Seven Ranges" and was the only land surveyed by government surveyors under the Continental Congress.
County Seat
Carrollton serves as the county seat. The historic Carroll County Courthouse stands at the center of our community and houses many county offices. The courthouse is open Monday through Friday from 8:00 AM to 4:00 PM.

Carroll County is divided into 14 townships, each governed by elected trustees and a fiscal officer. Township trustees manage local roads, fire protection, and other community services for residents outside incorporated villages.
